The club know they are heading for relegation, and cannot afford to spend big in January.
Given they are already beyond hope of survival, it makes sense to acquire players who will help them in the Championship.
With 10 goals and assists this season, Bowie is a young forward with lots of potential.
And at a bargain price, he would be a smart addition as Wolves look to rebuild.

With their fate looking sealed already, Wolves will struggle to keep their top players next season.
Relegated teams often part with most of their biggest stars, with mass departures expected.
Wolves will be keen to avoid a hasty summer fire-sale, and must aim to maximise profit.
Teams lose vast amounts of revenue if they are relegated, so must sell off their most valuable players to balance the books.
Strand Larsen recently signed a new long-term contract, meaning he should command a significant fee.

Despite struggling this season, Norwegian international Strand Larsen managed 14 Premier League goals last season.
He is clearly capable of scoring regularly at the highest level, provided he is in a team capable of offering him good service.
Larsen will therefore expect to earn a move to a top team.
Wolves would be foolish to stand in his way, given they already have no hope of survival.
It therefore makes sense that they would try to offload him in January, maximising any transfer fee before his value drops further.
